In MOSS 2007, my user received error message: “Access Denied” after clicking on “create page” link under “site actions” menu.
If you have the same error, just check the permission setting of Master Page Gallery.
Go to “Site Actions --> Manage Content and Structure --> Master Page Gallery -->Edit Properties --> Permissions for this document library”.
